Shanghai Opens Registration for 2026 Second-Half Teacher Certification Interviews: What Foreign Founders Should Know

Shanghai has published registration details for the second-half 2026 national primary and secondary school teacher certification interviews, with online registration running November 6-8, 2026. For foreign founders building education-related teams in China, the notice clarifies eligibility, document checks, fees and scheduling rules worth planning around.

Shanghai Teacher Certification Interviews: Registration Window and Key Rules

Shanghai's education examination authority has released the registration notice for the second half of 2026 national primary and secondary school teacher certification interviews. For foreign founders operating or registering education-related businesses in China, the notice is a useful reference point: it sets out who may sit the interview, how eligibility is verified, what documents are required and how the process is scheduled. The interview itself assesses candidates' professional awareness, psychological qualities, appearance and conduct, and thinking quality, alongside core teaching skills such as instructional design, implementation and evaluation. Only candidates who have passed all written exam subjects may register for the interview.

Who Is Eligible to Register

General and Disqualifying Conditions

The notice lists several restrictions. Anyone whose teacher qualification has been revoked cannot register within five years of the revocation. People deprived of political rights, or who have been sentenced to fixed-term imprisonment or a heavier criminal penalty for an intentional crime, are barred from registering.

Residency status matters. A valid Shanghai residence permit means either a talent-introduction-type residence permit issued before June 30, 2013 (document numbers beginning with CW9) that remains valid, or a Shanghai residence permit issued on or after July 1, 2013 that remains valid. Temporary residence permits, or permits still being registered, do not qualify.

Students Who May Apply

The notice also notes that, under a 2022 Ministry of Education reform notice, eligible education postgraduate students and teacher-training students may take a school-organized teaching ability assessment, or may voluntarily sit the national exam. Candidates should ask their own institution whether they qualify for the exemption policy.

Academic Requirements

Applicants must hold the academic qualifications set by the Teachers Law and a 2011 Ministry of Education guidance document on the teacher certification pilot reform. For the secondary vocational school internship instructor qualification, applicants need at least a secondary vocational school graduation qualification, plus a professional technical title at assistant engineer level or above, or an intermediate worker skill grade or above.

Registration Process, Fees and Scheduling

Three-Step Online Process

Registration runs in three stages: online application, review of application information, and online payment. Eligible candidates register at the national teacher certification exam website, https://ntce.neea.edu.cn, between 10:00 on November 6 and 10:00 on November 8, 2026. The system closes at the deadline and late applications are not accepted.

Applicants must provide accurate information and are responsible for its accuracy. Once information passes review, no changes are permitted, and applicants bear the consequences of errors. Photos must be a recent (within six months) bareheaded, front-facing color ID photo on a white background, without hats, headscarves, headbands or sunglasses. The file must be no larger than 200K in JPG or JPEG format, show the head and upper shoulders, and have a plain white background free of furniture, door frames, scenery or trees. The photo is used on the admission ticket and the exam pass certificate, so it should be chosen carefully; candidates whose photos fail review cannot confirm their registration.

Technical questions about online registration can go to the Ministry of Education's examination authority at [email protected] or 010-82345677. Human customer service is available 8:30-16:30, with automated service around the clock.

Automated and Manual Review

From 9:00 on November 7 to 16:00 on November 8, application information undergoes automated online review, cross-checking what candidates entered against household registration, residence permit, student status and academic qualification data held by the city's big data center. From 9:00 on November 9, candidates can log in to see whether their status shows "awaiting payment," meaning they passed, or "review failed," meaning the automated check found inconsistencies. Candidates who believe they qualify despite a failed automated review, such as Hong Kong, Macao and Taiwan candidates or those who recently obtained a Shanghai residence permit, must resubmit their application on the exam website, then use the designated online system to submit supporting documents, including identity, household registration and academic qualification materials. The submission deadline is 22:00 on November 9. Manual review takes place 10:00-16:00 daily on November 9 and 10. Candidates may resubmit materials if manual review fails, up to three submissions each.

Payment and Admission Tickets

Candidates who pass review must pay online by 24:00 on November 11; registration is complete only after payment. Fees are non-refundable once paid, though duplicate payments are automatically refunded by the system later. Unpaid registrations are invalid. The interview fee is 215 yuan per person per session, under a 2025 Shanghai price and finance authority document effective from the second half of 2025.

After registering successfully, candidates download and print their paper admission tickets from the exam website between November 30 and December 6, 2026, to learn their interview location, time and related details. Interview dates, time slots and test centers are randomly assigned by the Ministry of Education examination authority's system and cannot be adjusted for conflicts with work, study or other exams, so candidates should plan ahead.

Interview Subjects and Format

Primary school interviews cover 10 subjects: Chinese, mathematics, English, ethics and rule of law, science, physical education, music, art, mental health education and information technology. Junior middle school covers 18 subjects, including history, geography, physics, chemistry, biology, history and society, and Japanese and Russian. Senior middle school covers 17 subjects, including ideology and politics, general technology, and Japanese and Russian. Secondary vocational cultural courses follow the senior middle school list, while vocational professional courses and internship guidance use the 2021 vocational education specialty catalogue. Syllabi are available on the exam website.

Interviews use structured questioning and situational simulation, with lesson preparation (or activity design or instructional design), a trial lecture (or demonstration), and a defense (or statement). Since the first half of 2025, knowledge and teaching ability assessment for vocational professional courses, internship guidance, and the mental health education, Japanese and Russian subjects at junior and senior middle school level has been combined with the interview rather than tested by computer. Candidates draw questions generated randomly by the system; kindergarten candidates choose one of two questions, while other candidates receive one. Candidates then answer two randomly drawn prescribed questions in no more than five minutes.

Practical Takeaways for Foreign Founders

For founders building or investing in education ventures in China, the notice signals that hiring certified teachers involves a structured, data-verified process. Employers should expect candidates to need valid residency or household registration, verified student or academic status, and a clean regulatory record, and should budget time for the November registration window, review stages and fee payment. Because interview slots are randomly assigned and cannot be moved, staffing plans should account for candidates being unavailable on assigned dates.
